DIRECTOR OF FINANCE

Qualifications

  • Bachelor’s Degree in Finance, Accounting, or Business Administration; CPA or Master’s Degree-an advantage
  • Five years in non-profit or government accounting with senior leadership experience- an advantage
  • Thorough knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles and OMB Circulars related to non-profit accounting
  • Ability to analyze financial data and prepare financial reports, statements, and projections
  • Exceptional communication, interpersonal and organizational skills
  • Strong analytical problem solving skills
  • High degree of professionalism
  • Advanced skills with Word, Excel, Adobe, and PowerPoint programs
  • General computer system proficiency, including Windows 10

Responsibilities/Duties

  • Oversees the Financial Strategy for long-term financial health of the Luzerne County Head Start; resesponsible for five department employees overseeing payroll, accounts payable and fiscal analysis
  • Is responsible for planning and forecasting all financial budgets in various funding streams
  • Maintains oversight with local, state, and federal funding reporting requirements and develops policies and operating procedures based on government statutes, regulations
  • Analyzes cost controls and expenses and provides feedback to senior leadership
  • Coordinates the preparation of financial statements, financial reports, special analyses, and information reports based on Generally Accepted Accounting Principles (GAAP)
  • Oversee the implementation and regulation compliance of agency fringe benefits including Retirement Plan audit, Section 125 Plan Design, Health Insurance compliance with ACA
  • Have proficient knowledge of non-profit regulations including 501(c)(3) requirements, state tax exemptions rules and Single Audits

Conditions of Employment 
Luzerne County Head Start, Inc. requires staff to possess current, valid Background Clearances (3) and to be Fully Vaccinated against COVID-19. Proof of vaccination for COVID-19 will be required unless exempted by federal, state or local laws.

Central Office, 23 Beekman Street, Wilkes-Barre
Full Time, Full Year (12 months) with base hours of work at 37.5 hrs/wk
Exempt/Salaried position; Annual Salary: $78,280
Additional compensation for advanced degree
Additional compensatoin for Bilingual Abilities (Eng/Spanish)

$1,000 Sign-On Bonus
